Added a topic filter mod

It shows up as a set of drop downs at the bottom a board's topic list.  Seems ok.  Not sure why "wireless" shows up in the "topic/icon" filter; I'll look at that some day.

See attached image.  Maybe I have to go clear the board cache....

I had the quick moderation option turned on so it was masking the option. I've always used that as a moderator to quickly deal with threads. I see everything fine now. Thank you for the screen shot. ;)

Is this mod incompatible with "quick moderation" then?
